Racine Kenosha Community Action Agency is governed by a three-part Board structure (public officials, low-income representatives, and civic group representatives) from Racine and Kenosha counties. These volunteers set policy and provide oversight for the organization. A meeting of the Board of Directors is held on the fourth Thursday of each month (excluding June and August), with the annual meeting occurring on the fourth Thursday of September.
Public officials are appointed to the Board by the County Executives of Kenosha and Racine Counties. Low-income representatives are elected to serve through a democratic process undertaken by those they represent. Finally, civic group representation is determined by groups and interests of the community. Once the groups and interests to be represented have been selected by the Community Action Board, respective representatives are chosen by the groups and interests themselves. Members of the Board of Directors serve three-year terms and may serve no more than two consecutive terms. Office terms begin at the annual meeting in September and continue through the annual meeting in September, three years later. Board members must reside in the county he/she represents.
