Racine Rental Assistance

Beginning October 3rd , RKCAA will administer the Emergency Assistance Program

  

The Emergency Assistance Program helps families facing a housing emergency caused by fire, flood, homelessness, impending homelessness, and homelessness or impending homelessness caused by domestic abuse. Under the Emergency Assistance Program, eligible families may receive a payment per family member to help the family secure or maintain a residence.  Eligible families must meet nonfinancial and financial eligibility requirements

An EA payment may be provided to an eligible family no more often than once in a 12-months period
 

Applying for Emergency Assistance:

What you need to know

 

Is your family being legally evicted from your home for not paying your rent or mortgage?

 

Is your family living in a shelter or other temporary place?

 

Is your heat or electricity being disconnected?

 

If you answered "yes" to any of these questions, the emergency was outside your control, and you already have pursued other financial options, your family may be eligible for an Emergency Assistance (EA) payment for housing or utilities cost.

EA Program Requirements:

  • Your family must include at least one adult and at least one dependent child.
  • Everyone in your family must be a resident of Wisconsin and a citizen or qualified alien of the United States.
  • Your family must be low income.
  • Your bills must be more than the funds you have available to pay those bills for the month of the EA Application.
  • Your family has pursued all other financial options.
  • An adult in your family has not received EA in the last 12 months.

Application:

To apply for EA, you must

  • Complete an EA application form. You can get this form at your local W-2 agency.
  • Give the W-2 agency proof that the information reported in your EA application is true.

Assistance:

In most cases, the maximum eligible payment amount is $150 per group member.

Time Frame:

The goal of EA is to get families help quickly (usually five days). If you have given the W-2 agency all the information they asked for, and are found to be eligible, the W-2 agency must make the EA payment within five business days of the date you applied. The payment may take longer if your family is homeless and has not yet found a new home.

RKCAA/SA Rental Assistance Program: 

 
Financial assistance at the Racine site is handled by the Housing Assistance Department
 
Applicants must apply in the county where they live. There are financial and non-financial eligibility requirements that a client must meet.
 
Financial Criteria: Income guidelines established by Federal Poverty guidelines-specific to each funding source.
Non Financial Criteria: Verification of homelessness or impending homelessness and financial crisis that is beyond the control of the applicant.
All programs are in place to maintain or establish permanent housing.
The Housing Assistance Department Racine has two funding sources:
HUD ESG/THP/HPP grant (Homeless Prevention and Emergency Housing and Stabilization Services grant)   
  • Homeless Prevention addresses the needs of those who are at imminent risk of losing their housing and the household lacks the resources to remain in existing housing or are victims of domestic violence. Assistance is limited to household Incomes at 50% of County Median Income (CMI). (Not accepting applicants for this grant at this time)
  • Emergency Housing and Stabilization Services addresses the needs of those who are homeless or at imminent risk of homelessness in their communities with the provision of case management and essential service. Assistance is limited to household Incomes at or below 30% of CMI. (Not accepting applicants for this grant at this time)
