Two community needs assessments were carried out by the Planning Council for Health and Human Services, Inc., in spring of 2010 to assist RKCAA in its mission to enable low-income individuals, in rural and urban areas, to attain the skills, knowledge and motivation to achieve self-sufficiency. The assessments examine data from a variety of sources—surveys and focus groups with low-income residents, focus groups with service providers, and key informant interviews—to develop an understanding of the key issues affecting individuals living in poverty in both counties.
