Weatherization Details

The Weatherization Assistance Program provides services to low and moderate income residents in the Racine & Kenosha County area. These services consist of attic and sidewall insulation, crawlspace and foundation insulation, pipe wrap, heating system repair or replacement, refrigerator upgrade with Energy Star products and air sealing to mention a few. Services are provided continuously during all twelve months of the year.

To be eligible for services

A customer must first apply and be approved for Energy Assistance, Racine County residents can apply by calling (262) 633-6000 and Kenosha County residents can apply at the Spanish Center (262-657-2160) in Kenosha.

There is no cost to eligible customers whether you own or rent, landlords of rental buildings would need to contribute an inspection fee and if the landlord is paying for the heating costs of the building they would also need to contribute 15% of the cost of the weatherization services.

Once the work begins it is the intent of the program to complete all measures that are allowable, when the work is complete, inspected and the job closed no further work is allowed on the residence for the foreseeable future.

The focus of the program

Is to reduce energy consumption, educate customers on how they can continue to save energy, complete some measures to help improve the health & safety of the building and help identify some potential health hazards such as lead paint, mold and asbestos. Health hazards are usually not dealt with in the Weatherization Program but every effort is made to refer customers to appropriate programs for possible help.

Additional programs

under the direction of the Weatherization Department are the Lead Hazard Control Program, which helps with Lead Abatement work in the Racine County area (excluding the City of Racine) and the Targeted Home Performance Program which deals with moderate income households not income eligible for Weatherization, who reside in mobile homes in Racine and Kenosha Counties.
