Racine Kenosha Community Action Agency, Inc. (RKCAA), in partnership with the Wisconsin Department of Administration (DOA) and Wisconsin Community Action Program Association (WISCAP) has launched the Wisconsin Emergency Rental Assistance (WERA) program the week of February 22, 2021.  Prospective eligible residents in Racine and Kenosha counties who need help with rent due to the loss of income related to the COVID-19 Pandemic may call (262) 637-8377 in Racine County and (262) 657-0840 in Kenosha County. 

Client Eligibility

Eligible households for assistance under WERA include the following:

  • The applicant has attained the age of 18.
     
  • The applicant is a Wisconsin resident and is listed on a current lease for housing in Racine or Kenosha County.
     
  • At least one or more individuals in the household meets the following criteria:
     
    • Qualifies for unemployment or has experienced a significant reduction in income, incurred significant costs, or experienced financial hardship during the period of the COVID-19 public health emergency.
       
    • Demonstrates a risk of experiencing homelessness or housing instability; and
       

    • Has a household income at or below 80 percent of County Medium Income (CMI).

WERA Forms - These forms will be needed if you have a current Energy Assistance application on file. (October 1, 2021-Current)
