The Kenosha Rental Assistance Program is a partnership effort between, Racine Kenosha Community Action Agency, Inc. and the City of Kenosha, made possible through the Federal Coronavirus Aid, Relief and Economic Security (CARES) Act.

The program will provide rent assistance to eligible households who have been adversely affected by the COVID-19 pandemic.  The City of Kenosha Rental Assistance Program will assist households on a first-come, first-served basis, until CARES funding is exhausted.

To be considered for the Kenosha Rental Assistance Program, specific eligibility requirements must be met.  Applicants must meet all non-financial and financial eligibility criteria.


An applicant must:

  • Have resided within the incorporated City Limits of the City of Kenosha for at least six (6) consecutive months.
  • Have a current annual family income that does not exceed the U.S. Department of

            Housing and Urban Development (HUD) established “Moderate-Income” limits for

Kenosha County. Family income eligibility is based on the following two (2) factors:

  1. The total number of people residing in the housing unit; and
  2. The total amount of current annual family income as stated in the Program   

                     Application and confirmed by supporting documentation.

  • Have experienced an economic impact because of the COVID-19 pandemic.
  • Have a current residential lease agreement for a housing unit in the City of Kenosha
  • Submit a signed Program Participation-Payment Acceptance form from bona fide

landlord/property management agent or company.

  • Submit a W-9 form completed by the landlord / property management agent or


  • Submit evidence of the current rental balance.


  • Certify on the Program Application that the applicant has received no other sources of assistance for the requested rent or from any private, local, state, or federal funding source


The following will not qualify for the Kenosha Rental Assistance Program:

  • Mortgage payments
  • Residence outside the City of Kenosha
  • Over the income limits
