Racine Kenosha Community Action Agency, Inc. (RKCAA) has successfully operated anti-poverty programming in Racine County since 1967 and in Kenosha County since 1978 under the guidance of a Board of Directors comprised of representatives from government, the private sector and the low-income community.

* Please note that rental assistance applications and verifications will be accepted until 3:30 p.m. at both offices (Racine and Kenosha), and until 5:00 p.m. on the second Monday of each month at the Kenosha office. 


Please Note that the Home Ownership (Mortgage) Assistance Program is NOT Operational at this time and no additional information is available.

Low Income Household Water Assistance Program (LIHWAP)

Low Income Household Water Assistance Program (LIHWAP) provides funds to assist low-income households (homeowners) with water and wastewater bills.

Customers in need of water assistance can call Energy Services Inc (ESI) to apply at 1-800-506-5596
