Racine Kenosha Community Action Agency Inc. offers the Skills Enhancement Program to residents of Racine and Kenosha counties whose incomes are at or below 150% of the federal poverty income guidelines.

Racine Kenosha Community Action Agency, Inc. (RKCAA) has successfully operated anti-poverty programming in Racine County since 1967 and in Kenosha County since 1978 under the guidance of a Board of Directors comprised of representatives from government, the private sector and the low-income community.
