Community Action Programs began under the authority
of the Economic Opportunity Act of 1964, which provided local communities with
the opportunity to identify problems of low-income people and to develop
programs and services to meet those needs.
Community Action Agencies (CAAs) are locally
controlled and designed, self-help programs for low-income people. They serve as
a training ground where low-income people, through participation in planning and
implementation, develop skills and confidence to take responsibility for
improving their lives.
CAAs provide a unique partnership in planning and
development services through the three part Board structure - public officials,
interest groups and low-income people.
