Welcome to the web site for Racine/Kenosha Community Action Agency. RKCAA has been providing a broad array of anti-poverty services in Racine and Kenosha counties since 1967 under the guidance of a Board of Directors comprised of representatives from government, the private sector and the low-income community.





Our Mission


To focus and direct all available resources in order to enable low-income individuals, in rural and urban areas, to attain the skills, knowledge and motivation to achieve self-sufficiency. Some examples of our assistance programs are:

Housing Infant & childrens nutrition assitance

Agency Profile

Community Action Programs began under the authority of the Economic Opportunity Act of 1964, which provided local communities with the opportunity to identify problems of low-income people and to develop programs and services to meet those needs.
Community Action Agencies (CAAs) are locally controlled and designed, self-help programs for low-income people. They serve as a training ground where low-income people, through participation in planning and implementation, develop skills and confidence to take responsibility for improving their lives.
CAAs provide a unique partnership in planning and development services through the three part Board structure - public officials, interest groups and low-income people.
